In 1972, he began the practice of law in his own general law firm in Logroño, he also joined Madrid and Burgos Bar Association. Since then he has maintained rather intense professional activity, acting in favor of a legal profession open to major social, trade union and economic issues. At that time, he directed several proceedings before the Public Order Court (TOP) in defense of democratic freedoms.
Elected deputy for the Constituent Parliament. From 1985 to 1991 he was appointed Minister of Public Works and Urbanism in the Government of Spain and was part of the Council of Ministers of Environment in the European Union. In this position, he gained a deep knowledge of Public Administrations and European institutions. Later on, resuming his activity as a lawyer, he founded the law firm Cosculluela e Ibarra Abogados.
He has advised various professional associations and has chaired as a jurist the AERCO association that constitutes more than 25 medium-sized public works construction companies. For several years, he was also the lawyer of the General Council of Associations of Industrial Engineers in the administrative jurisdiction.
Among his activities he advises various boards of corporative bodies.
He acts permanently before the Courts, Tribunals and Arbitration Courts, regarding the areas of private and commercial law, focusing on the elaboration and supervision of private and commercial contracts, banking abuses, contractual and extra-contractual civil liability. In the administrative field and the administrative jurisdiction his main practice is referred to public contracts, urban planning, disciplinary law and defense of the citizen against abuses by the Administration.
In his personal record stands out that in the Parliament, he was the promoter of some significant laws such as Organ Transplantation, the 1991 Land Law, the Water Law and the Coastal Law.
